I would strongly suggest that unless you're planning on directly testing specific changes to the core product between point releases, stick with the regular install method.
I myself use the "regular" method on my laptop for day to day stuff, and test in-between svn updates on a VM that I can restore to a previous state if needed. It's not really the best option for day to day dev.
Plus, we can't guarantee the latest SVN checkin is solid like a release. It's a development checkin.

So in answer to your question about about SVN meant for dev and reg install meant for servers:
No, "Reg install" is meant for both.
SVN is meant for beta testing in-between point releases.
